Managing, Monitoring, and Governing Data with Trading Partners

Our Client, a large healthcare payer, was increasingly sharing information with external trading partners through bespoke data integration channels but wanted to have more assurance that it was complying with state and federal regulations regarding the traceability of data exchanges while also ensuring that confidential business information was more uniformly protected through a robust external data management, monitoring, and governance platform to reduce the risk of sensitive data disclosure. To help them design, develop, and deploy an enterprise-scale solution, our Client asked Trexin to serve as data delivery lead in the development of a customized external data management (EDM) system.

The project team adopted a lean software development approach based on the Scaled Agile Framework (SAFe) using 2-week sprints and 6-sprint (12-week) program increments (PI). The PIs were grouped into three focus areas to be delivered sequentially:

  • Outbound Data Exchange Functionality
  • Inbound Data Exchange Functionality
  • Extended Data Automation and Enhanced Decision Processing

Each PI started with PI Planning and Sprint Zero activities with the business/technology stakeholders, which effectively established a high-level future-state vision, gapped against a current-state assessment, and resulted in a prioritized set of epics and features for each PI (e.g., 32 features spread across 7 epics within the first PI).

The solution architecture leveraged the company’s existing ServiceNow cloud implementation for its UI and integrated ServiceNow via SnowMirror to a new SQL-based on-premise EDM data repository and reporting system, which in turn integrated with various internal source systems and the company’s Axway external data gateway / API platform.


The new external data management system was successfully operationalized, legacy components were retired, and the project was completed on-time and on-budget. In addition to introducing a governance framework to reduce the risk of sensitive data disclosure and to better comply with state and federal mandates regarding the traceability of data exchanges with trading partners, the system provided new management/monitoring features, automated processes, and streamlined workflows.
