Andy Way is an Information Technology leader and program manager with deep experience in the healthcare benefits domain. He has served at the Vice President and Regional CIO level with strategy and P&L accountabilities in organizations such as United HealthGroup, Perot Systems at Blue Cross Blue Shield, and Private Healthcare Systems. His technology experience includes end-to-end ownership of application development, delivery, and support, as well as server, mainframe, network, telecommunications, and storage infrastructure organizations. He is also experienced in large-scale project execution and improving organizational capabilities by leveraging ITIL and CMMI-SW practices.



   
 
   
  PROFESSIONAL HIGHLIGHTS

Andy is currently facilitating the application and messaging integration of 2 large ($60B) global corporations following a $4B acquisition. So far, he successfully drove the implementation of new web domains and the integration of associated messaging and identity systems for 30,000 people with zero Problems. He led a cross-organizational application access program, then served as the project manager for a Global IT Strategy Development program that will direct a $1B annual spend. He is now leading the implementation effort to migrate 23,000 global users from Lotus Notes to Microsoft BPOS-D, which includes standing up an EMEA based BPOS instance.

While with Perot Systems at Blue Cross Blue Shield Andy developed and implemented a cost reduction strategy that drove programs to consolidated the Intel Server footprint by 65%, implemented a co-located DR failover site, consolidated SAN platforms while implementing NAS subsystems that reduced $/GB by 70%. He facilitated a migration from NT to Active Directory, implemented a Business Intelligence infrastructure, upgraded the Lotus Notesbased messaging environment twice, introduced a Citrix Xenapp and Netscalerbased desktop environment, and drove a 30% reduction in mainframe MIPS requirements through Configuration Management and Application Portfolio Management practices.

As the Vice President of Application Delivery for Private Healthcare Systems, Andy eliminated a $2M annual spend on variable labor by building internal capabilities. He also re-architected core application systems, implemented CMMISW practices, and managed a $8M on-site/off-shore development effort to align the application portfolio with business strategies. As part of this organizational turn-around, Andy interlaced business and IT functions by creating matrix resource pools that reported jointly to business leaders. He also improved all Key Process Areas using a hybrid of CMMI and Six Sigma continuous improvement approaches, achieving CMMI-SW level 3 certification within 10 months.

Following the United HealthGroup acquisition of MetraHealth, Andy build a PMO responsible for technology support of over 200 real estate projects per year that achieved a zero defect steady-state. His small, highly leveraged team supported 300 service centers, reducing cable plant costs by over 60% and increased call completion within IVR systems by over 40%. This represented an annual savings of over $7M.

He later served United Healthcare as the eastern regional CIO, reporting to four health plan CEOs, developing and executing on IT strategies for consolidating distributed functions and meeting other corporate and local strategies. These activities resulted in several industry-level innovations such as the Physician Scorecard, regional analytics data warehouses, and a host of self-service capabilities. In the process of driving local and corporate change he was able to achieve a 46% reduction in a $68M run-rate and measurable service delivery improvements based on an ITIL delivery framework.
